The Missouri Highway Patrol has arrested two men following the conclusion of manhunt and subsequent lockdown of a number of schools, businesses, and public meetings Monday.

Arrested were Derrick Foy, 20, of Kansas City, Mo., on a felony warrant out of Jackson County for burglary; and Anthony C. Austin, 20, of Kansas City, Mo., on a charge of receiving stolen property and felony fleeing.

Both men are being held in the Vernon County Jail.

The two men, along with Joseph M. Cardillo, were involved in a traffic crash occurring on Ash St., north of Pitcher in Nevada, at around 12:56 p.m.

According to an MHP report prepared by Trooper Brian O'Sullivan of Troop D, a 1998 Lincoln Town Car driven by Cardillo, 33, of Coffeyville, Kan., skidded off the left side of the road, struck a brick retaining wall, then struck a parked vehicle.

Cardillo and Foy were both treated for moderate injuries at Nevada Regional Medical Center.

The three men were involved in a pursuit following a traffic violation on I-49 that led to the car crash and a manhunt in the south part of Nevada Monday afternoon.

O'Sullivan, who was in pursuit of a Lincoln Town Car with the three occupants around 12:30 p.m., said when the car left I-49 at Nevada, he broke off the pursuit.

His next contact with the vehicle was after it crashed into a wall between the handicapped parking lot at Nevada Regional Medical and Ash Street.

He said that following the crash, the driver and a front seat passenger fled the scene on foot.

The back seat occupant was trapped in the vehicle and was taken into custody at the scene.

The two suspects who fled were initially reported to be armed and dangerous and one wanted on two Kansas City warrants, which led to lock downs at city offices, Nevada schools, Cottey College, Crowder College and numerous businesses.

Around 4 p.m., the Nevada School District notified parents that out of a concern for the safety for the students, that buses would not run Monday evening and that parents should come to pick up their children at their school. High school students who drove cars were also to be picked up by their parents and to leave their cars at the school.

The search continued through the evening, with law enforcement investigating various reports of sightings of the suspect.

About 5:30 p.m., O'Sullivan said a second person had been apprehended and was being treated at NRMC along with the first person.

He said they believed all of the guns were recovered and they were still looking for a 20-year-old black man who was no longer thought to be armed or dangerous.

The Vernon County Sheriff's Office sent a text on its VCSO Text Alert System at 8:42 notifying residents that the third suspect had been apprehended.

Nevada Police Chief Graham Burnley said that in addition to the NPD, the Vernon County Sheriff's Office and Missouri Highway Patrol, the Bates County and Barton County sheriff's departments and Missouri Conservation Department aided in the search.
